The Federal Government has inaugurated a high-level interministerial platform focused on family planning, healthcare, human capital development and sustainable national development. The initiative is aimed at strengthening coordination between government ministries and other stakeholders involved in reproductive health and family planning.

At the inauguration in Abuja, the Coordinating Minister of Health and Social Welfare announced plans for Nigeria to commence local production of family planning commodities. Officials said Nigeria had made progress in awareness and uptake of modern contraceptive methods, but argued that further investment was necessary.

Stakeholders stressed that family planning should not be treated solely as a healthcare issue because of its wider implications for human capital and national development.

They called on state governments to make dedicated budgetary provisions for family planning and urged local government authorities to include family planning in their health programmes. Development partners also pledged continued support for Nigeria’s reproductive-health objectives.

The government disclosed that an international pharmaceutical company was partnering with a local manufacturer to establish a reproductive-health commodities manufacturing plant in southeastern Nigeria. The plant is expected to become the first of its kind in sub-Saharan Africa, according to officials.

Stakeholders said local production could strengthen the availability and sustainability of family planning commodities while reducing dependence on external supplies. They maintained that sustained investment in reproductive healthcare would be critical to improving maternal and child health and advancing Nigeria’s human-capital goals.

Nigeria’s decision to establish an interministerial platform on family planning and pursue local production of contraceptive commodities represents an important shift in the country’s approach to reproductive health.

The significance of the initiative goes beyond increasing access to contraceptives.

The ability of individuals and couples to decide whether and when to have children affects household finances, maternal and child health, education, workforce participation and long-term economic planning. For government, it also has implications for the demand placed on schools, hospitals, housing, social services and employment opportunities.

That makes the decision to establish an interministerial platform particularly important. The Ministry of Health cannot address all of these issues alone.

The plan to begin producing family-planning commodities locally deserves particular attention. A reproductive-health programme is only as reliable as its supply chain. If contraceptives are unavailable at health facilities, awareness campaigns become considerably less useful.

Local production could reduce some of the vulnerabilities associated with dependence on international procurement. It could also create an opportunity to develop domestic pharmaceutical manufacturing capacity, skilled employment and supporting industries.

But local production should not be treated as an automatic solution. A factory can exist without consistently producing affordable, high-quality products.

The government therefore needs to ensure that local manufacturers have access to appropriate technology, reliable inputs, quality-control systems, financing and predictable demand.

The government’s emphasis on domestic financing is equally important. Family-planning programmes have historically benefited from support from international development partners. That support has been valuable, but it cannot necessarily be assumed to continue indefinitely at the same level.
