Moving cargo by water can potentially reduce pressure on roads and lower logistics costs for suitable categories of goods. This is particularly relevant for a country where road congestion and infrastructure deterioration contribute to the cost of moving goods. A stronger inland-waterway network could provide alternative routes for agricultural products, construction materials, industrial goods and other cargo. But this will require more than simply purchasing boats. The supporting infrastructure has to exist.

The Federal Government is exploring strategic financing partnerships with Coronation Group to accelerate infrastructure development within Nigeria’s marine and blue economy. The Permanent Secretary of the Federal Ministry of Marine and Blue Economy, Fatima Mahmood, disclosed this while receiving a delegation from Coronation Group in Abuja.

Mahmood said strategic partnerships and innovative financing would be important to implementing the ministry’s programmes. She assured the delegation that the government would assess the group’s financial proposals in line with its strategic priorities.

Coronation Group representatives said the company had established a N20 billion infrastructure development fund intended to finance critical infrastructure projects while providing sustainable investment opportunities. The proposed financing could support projects connected to Nigeria’s marine economy, depending on the outcome of discussions between the government and the financial group.

The Federal Government has identified the blue economy as an area with potential to contribute to economic diversification, investment and job creation. Officials say sustained long-term financing will be necessary to unlock opportunities in maritime infrastructure and related sectors.

The government is expected to examine the proposed financing structure and determine how it could complement existing public investment in the marine and blue economy.

The strongest expert angle is that the proposed N20 billion infrastructure fund could help address one of Nigeria’s biggest obstacles to developing a competitive marine economy which is inadequate infrastructure. But the key issue is whether the financing will be structured around commercially viable projects, transparent allocation and measurable economic returns rather than simply adding another pool of government-backed funding.

Nigeria has an extensive coastline, major inland waterways and a strategic position on the Gulf of Guinea. Yet the country’s marine economy remains constrained by inadequate infrastructure, inefficient logistics, limited investment and underdeveloped inland-waterway transportation. The proposed fund therefore has the potential to address a genuine structural problem.

However, a marine economy cannot develop without infrastructure. Ports need efficient access roads and rail connections. Inland waterways need navigable channels, terminals and safety infrastructure. Fisheries require cold-chain facilities and processing centres. Marine transport requires vessels, maintenance facilities and reliable navigation systems. Shipbuilding and repair require specialised industrial infrastructure.

Without these foundations, businesses face higher transportation costs and greater operational risks. The proposed infrastructure fund could therefore have an important multiplier effect if it is directed towards projects that remove these bottlenecks.
