Illegal Crude Oil Refining Worsening— Experts Dedate FOB Raid in Warri & PIA


Local participation and policy reform in oil governance have been successful in certain situations like that of the Obelle community in Rivers State and, more notably, the Nembe Creek example in Bayelsa State under the Global Memorandum of Understanding (GMoU) model initiated by Chevron Nigeria Ltd.

A stricter implementation in Warri could be just as effective.

After three decisive visits to illegal mining sites in the Obodo Omadina Community, the Forward Operating Base (FOB) Escravos of the Nigerian Navy said it had successfully dismantled 6 operations lodged in the area.

The FOB Escravos claimed to have had credible intelligence before the raids, which was divisive in finding the sites.

The Commanding Officer, Navy Capt Ikenna Okoloagu, confirmed the raid in an announcement to journalists on Monday in Warri, Delta State.

His statement provided details of the raid, saying that several litres of stolen crude oil were recovered on each occasion, April 21, May 4, and May 11, 2025.

The success of the earlier raid was a driving force for the second and the last, and each time, they were successful.

Two illegal refining sites with over 1,900 litres of stolen crude oil were the first to go down. The offenders used ovens and pits to store the over 8000 litres of stolen crude oil that were recovered.

Several litres of refined Automotive Gas Oil, AGO, were also discovered at the sites. Experts weigh in on the event, and that is detailed below.

Expert Opinion on Illegal Refining in Nigeria

The FOB Escravos team left offenders with a warning. Whether illegal activities will cease is very uncertain. However, Okolagu was certain about the Base’s commitment to ending the actions of vandals.

Experts believe that policy reform and local participation in oil governance in Nigeria could be effective if implemented with transparency, accountability, and genuine community involvement. Nigeria already has laws like the Petroleum Industry Act (PIA), but their impact depends on how well they’re implemented.

Enforce Host Community Development Trusts (HCDTs), and all oil companies must contribute to local development funds as outlined in the PIA. Communities are more likely to protect infrastructure if they benefit directly, which is why the HCDTs works.

Reforms don’t have to start from scratch—they just need better enforcement and local trust.
