The investigation also uncovered what the ICPC described as two additional fictitious agencies allegedly created to support the activities of the purported council. Investigators further discovered two commercial bank accounts allegedly opened as part of the operation.

The commission expressed concern that failures in due diligence by some officials in ministries, departments and agencies helped the purported organisation operate as though it were a legitimate government institution. Among its recommendations, the ICPC called for the prosecution of the principal figure identified in the investigation.

It also recommended administrative sanctions against public officers whose negligence or omissions allegedly facilitated the activities of the purported agencies. The interim findings raise broader questions about verification procedures within government institutions and how an organisation without a valid establishing instrument could obtain recognition and interact with public agencies.

Two More Alleged Fake Agencies Uncovered by the ICPC

The investigation did not stop with the PFIPC. The ICPC said it uncovered two additional fictitious government organisations allegedly connected with Adeyemi. Investigators said forged legislative instruments were used in an attempt to give those entities an appearance of legal legitimacy.

That suggests the PFIPC was potentially not an isolated experiment involving a single questionable document. If prosecutors ultimately prove the allegations, it would indicate an alleged method built around replicating the appearance and administrative architecture of government. That is why the government’s response should extend beyond prosecuting whoever may be criminally responsible.
