Supporters argue that decentralised policing could allow security agencies to respond more effectively to local threats because officers and commanders would operate closer to affected communities. Critics, however, have repeatedly raised concerns about possible political interference and the potential for state governments to misuse police institutions.

At a sensitisation workshop organised by the National Institute of Police Studies, the Inspector-General of Police reaffirmed the force’s willingness to support any policing arrangement approved through Nigeria’s constitutional processes. The proposed framework is expected to contain safeguards aimed at limiting political abuse.

Experts at the workshop said these could include independent oversight mechanisms and legal protections designed to shield police officers from unlawful political influence. The Police Force said preparing personnel and educating stakeholders before any transition would be essential to maintaining professionalism and strengthening public security. The discussions come as the Federal Government and other stakeholders continue considering state policing as a possible response to Nigeria’s evolving security challenges.

Unlawful Political Influence in State Police

The proposed independent oversight mechanisms mentioned during the police sensitisation programme could therefore become one of the most important parts of reform.

But independence depends on structure. An oversight commission whose members can all be appointed and removed by a governor would struggle to provide meaningful protection against gubernatorial interference. Nigeria should therefore consider systems involving multiple institutions in appointments and disciplinary oversight.

The judiciary, legislature, professional bodies, civil society and other independent institutions could potentially have defined roles. There should also be accessible mechanisms through which citizens can report misconduct.
